First Nations University of Canada and City of Regina Forge New Partnership

The First Nations University of Canada (91制片厂) and the City of Regina officially signed a Memorandum of Understanding (MOU) on September 9, 2024, marking the beginning of a strategic collaboration aimed at enhancing educational, cultural, and community development opportunities. The agreement was signed by 91制片厂 President, Dr. Jacqueline Ottmann, and Regina Mayor, Sandra Masters, during a special ceremony.

The MOU reflects a commitment between 91制片厂 and the City of Regina to collaborate on initiatives that will benefit the community, particularly focusing on advancing reconciliation efforts. Both parties recognize the value of working together to support each other’s goals, aligning with priorities such as promoting Indigenous education, cultural competency, and enhancing community well-being.

鈥淲e are eager to embark on this new partnership to create more opportunities for educational and cultural growth that will enrich our entire community,鈥 said Mayor Masters. 鈥淚 am grateful to the First Nations University of Canada for their leadership and commitment to collaboration in Regina.鈥

Dr. Ottmann highlighted the deep-rooted relationship between the two institutions, stating, 鈥淭he Memorandum of Understanding between First Nations University of Canada and the City of Regina formalizes and publicly demonstrates a commitment to good relations, one that has been forged over time. SIFC (Saskatchewan Indian Federated College) solidified an agreement with the University of Regina in 1976, which led to SIFC (now First Nations University of Canada) being situated in Regina, Saskatchewan,鈥 explains 91制片厂 President, Dr. Jacqueline Ottmann. 鈥淚n February 2019, the land that 91制片厂 resides on became atim k芒-mihkosit in Cree, or 鈥楻ed Dog,鈥 and part of Starblanket Cree Nation. For the last 48 years, we have been neighbours with the City of Regina, and people from 91制片厂 and the City of Regina have collaborated in numerous ways. This MOU ensures that we continue to come together in ways that are synergistic, meaningful, educational, and life-giving. I also appreciate the positive example of reconciliation that this agreement shares with other communities, cities, this province, and Canada.鈥

Key Elements of the MOU

The MOU is a non-legally binding agreement that fosters collaboration while allowing flexibility in how joint initiatives are identified and pursued. Key aspects of the agreement include:

  1. Annual Meetings: Representatives from both 91制片厂 and the City of Regina will meet at least once a year to discuss strategic priorities, updates on collaborative projects, and future opportunities for partnership.
  2. Action Committee: Both parties will establish an Action Committee consisting of members from each side to meet quarterly, ensuring the commitments of the MOU are advanced and progress is made on shared initiatives.
  3. Scope of Activities: The MOU encourages collaboration on a wide range of projects, aligning with both the City of Regina鈥檚 strategic priorities and 91制片厂鈥檚 strategic plan. These initiatives aim to enhance community well-being and educational opportunities.
  4. Communications: 91制片厂 and the City of Regina will collaborate on public announcements and messaging related to the MOU and its initiatives, ensuring the success of joint projects is celebrated and shared with the broader community.

Commitment to Reconciliation

The MOU also underscores a commitment to the Truth and Reconciliation Commission’s Calls to Action. By formalizing this agreement, 91制片厂 and the City of Regina are setting an example of reconciliation in action, ensuring that future generations benefit from their collaborative efforts grounded in understanding and cooperation.

The MOU is in effect for four years, with both parties committed to an annual review to assess its impact and explore opportunities for renewal.
